Accountant (Accounts Payable)

 

JOB DESCRIPTION:

DEPARTMENT:                 Business Office/Finance Department

APPOINTMENT:                12-Month (Civil Service – Competitive)

REPORTS TO:                   Comptroller

 

This is a provisional appointment. Interested candidates must sit for the accountant exam.

 

REQUIREMENTS:

GENERAL FUNCTIONS:

  1. Is responsible for the creation and maintenance of vendor history files and entry into Accounts Payable System.  Assembles purchase orders from Budget Managers and checks for accuracy (appropriate account codes, signatures, etc.)  Inputs purchase orders, prints, distributes and mails purchase orders.

 

  1. Receives invoices and calculates discounts.  Use Purchase Order System to process payment of invoices.  Produces check runs, prints and mails checks.  Tracks expenditures related to grants and capital projects.

 

  1. Creates vouchers through Accounts Payable System and correlates vouchers with invoices with supporting data for preparation of monthly Board of Trustees meeting.

 

  1. Is responsible for disbursement of funds including hotel reservations, registration fees, and travel advances.  Produces advance travel checks, reconciles travel vouchers, inputs account coding, issues checks or receives refund for balance.

 

  1. Is responsible for implementation of bid procedures, including writing ads for local newspaper, preparation and distribution of bid package to prospective bidders, acceptance and certification of sealed bids, preparation of comparative bid statistics, preparation and notification of bid acceptance.

 

  1. Assists with compliance with Federal and State requirements in relation to procurement and payment.  Advises and consults with Budget Managers on current fiscal and reporting requirements and control of expenditures

 

  1. Reconciles related accounts with accounting records to ensure accurate reporting. Responsible for providing financial information and reports to Budget Managers, Comptroller and Board of Trustees.

QUALIFICATIONS:

BASIC QUALIFICATIONS:

 

A. Graduation from a regionally accredited or New York State registered college or university or one accredited by the New York State Board of Regents to grant degrees with a Master's degree in accounting, business or public administration, economics or related field, including or supplemented by 24 semester credit hours in accounting, and one (1) year of accounting or auditing experience involving the maintenance or auditing of double entry books of a business, including the general ledger, or in the maintenance of governmental agency books involving the appropriation accounting and the preparation of budget and financial reports; which shall have included supervisory experience; or

 

B. Graduation from a regionally accredited or New York State registered college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelor's degree in accounting, business or public administration, economics or related field, including or supplemented by 24 semester credit hours in accounting, and two (2) years of experience as defined in (A), one year of which shall have included supervisory experience; OR

 

C. Graduation from a regionally accredited or New York State registered college or university or one accredited by the New York State Board of Regents to grant degrees with an Associate's degrees in accounting, business administration or related field including or supplemented by twelve (12) semester credit hours in accounting and four (4) years of experience in (A), one year of which shall have included supervisory experience; OR

D. An equivalent combination of training and experience as defined by the limits of (A), (B), and (C).

 

 

DATE TO BE FILLED:

COMPENSATION:

23-24   $58,850

24-25   Salary pending negotiations
